Probably no STD: Something doesn't compute. "Inflamed" should be sore to touch and painful when you urinate, so probably no STD. Absence of discharge also makes an STD unlikely. Maybe you're just examining yourself too closely and noticing normal variation in meatal redness. (Anxiety over an exposure you regret?) See a doctor if you remain concerned; or play it safe and have a urine gonorrhea/chlamydia test.
