Not safe: Manipulations of the spine without a diagnosis or proper training is very ill advised and potentially damaging. Visit your physician or an orthopedic specialist who will make a diagnosis of your problem and then order appropriate treatment which may include a course of physical therapy.

Depends: It would be extremely uncommon for anything catastrophic to occur with the mechanism you are describing, so you could say it is relatively "safe". Whether it would provide any long term benefit is doubtful.
