HEPA traps the dust: Less dust in the air if done correctly. More dust in the air if done "incorrectly." A person can always wear a mask when cleaning or vacuuming. Compare vacuum cleaners: a vacuum cleaner that blows air out the top usually will not blow all the nearby dust into the air, but vacuum cleaners that blow air out the sides or the back of the machine will blow lots of nearby floor dust into the air.
