See below : Most small spots penis are benign, non-infectious, non-STD, and likely to be completely harmless. Common white spots are prominent hair follicles or sebaceous glands (Fordyce spots), pearly penile papules (small growths around the edge of the head of the penis), epidermal cysts, or milia. Less often white spots may be the STD genital warts or molluscum contagiosum. See MD if persist or concerned.
