Perhaps Psoriasis: The location of the skin condition you are describing reminds me of Psoriasis. This is a chronic medical skin condition that can come and go. Some feel that it is genetically linked. Did a parent have this condition? In any respect it usually is treated with topical steroids, more severe cases need oral meds. Check with your PCP, send a photo, or see a dermatologist for work up.
