Needs exam: You may be describing a urethral diverticulum. A doctor would need to see it to confirm but this may be what you are seeing and feeling. An Obgyn is the best place to start for an examination of the area. Some need treatment with antibiotics. Some resolve on their own. Some can be fixed with surgery.
