Evaluation: A hydrocele is a type of swelling in the scrotum which is seen when fluid collects in the thin sheath surrounding a testicle. This can occur due to inflammation or injury within the scrotum. A hydrocele generally isn't painful or harmful & may not need any treatment. However, with scrotal and penile swelling I recommend further evaluation in a clinic to rule out other causes & consider treatment.
