If the neonatal: services are certified, it shouldn't make any difference. Discuss this with your local pediatrician and ask their opinion.

Depends: Many government (military) hospitals around the US have teaching and neonatal care facilities that exceed many private hospitals. The label premature is also vague. Some full term newborns require the highest level neonatal care where a 5 week early baby could do well at a lower level local hospital.
