See a DR: Best is a dermatologist. You neglected to enumerate your treatments or any details about the ulcers. Although venous stasis is the most common leg ulcer, and is often complicated by thrombosed veins and infection and arterial insufficiency and obesity and prolonged sitting and lymphatic failure, there are other kinds of ulcers.
