Why would schizophrenia be considered to be a reportable illness?

?: I am not sure what you mean by a reportable illness. Illnesses that you must report to your health department are communicable diseases - schizophrenia is not one of those. When i diagnosis someone with schizophrenia, I do not need to report it to anyone.
