See doctor/dermatolo: Need to consult a doctor. Sounds like you may have either eczema or ichthyosis. Need some sort of moisturising cream and there are a variety of medicated options - often unfortunately a matter of manage rather than cure. Do need to consult doctor to go through what's already been tried and make sure don't also need topical steroids for dermatitis/eczema
