Maybe not teeth: In your daughter's age group a few things are possible to cause bad breath. 1) Acid Reflux; 2) Chronic Allergies. These are the most common but there can be some others that are a bit more severe. Recommend having your child's pediatrician look at her.

Bad breath: Lots of possibilities such as cavities/infected gums between teeth where t'brush can't reach, infected tonsils/adenoids/sinuses, GERD, Diabetes, chronic allergies, Thrush, etc. As cause is most often Dental rather than Medical, see Dentist (preferably specialist Pediatric Dentist) first. If not Dental origin, Dentist will refer you to appropriate Medical Specialist.

It could be: cavities, debris on tongue, tonsils/tonsil stones, sinus infection, dyspepsia (indigestion), intolerance to a food item, gum infection, abscessed tooth
