Could be: Can get a viral urticaria - i n which case it will settle as the virus goes . However also could be physical or allergic. Worth another doctor examination or perhaps even a virtual consult to check out the rash and recheck chest etc. Should seek urgent attention if worsening breathing or if vomiting

Viral rash: This sounds like a typical viral rash that can accompany viral infections and tends to manifest towards the end of the illness when the fever has started subsiding. There's also a small chance that if she has been given some new meds, she could be developing an allergic reaction as well and may need antihistamines. It is difficult to comment without examining the rash.
