Hard to say: Without an exam it is impossible to say if this is an infection, hernia or something else. If it is painful and getting bigger I would contact your doctor to get an exam as soon as possible.

Have it: evaluated ASAP, difficult to say what it is based on limited info, but thrombophlebitis/DVT could be a possibility, among other things.
