What can cause swelling in pubic bone area and testicles moving up towards pubic bone area with blood in urine as well?

We call swelling: in this area suprapubic swelling. When the testicles seem like they are moving up this is called a retractile testicle. It is due to contraction of cremaster muscle. Hernias can cause suprapubic swelling, as can enlarged lymph nodes, and perhaps this swelling is impacting the spermatic cord which is connected to the testicles. Blood in urine can be from bladder/kidneys/prostate. Need doctor eval.
