Pre ejaculate/precum: Precum is fluid produced from man's bulbourethral glands. Though it is a lubricant, it may contain small amount of spermatzoids which can get someone pregnant. Please note that it takes only one good Sperm to get someone pregnant. In your case, the pre ejaculate which contains some spermatozoa have been released. Yes someone can conceive from pre ejaculate. Yes: You leak sperm containing semen anytime your penis is erect. It only takes one sperm to establish pregnancy. The "pull out " method is just wishful thinking. You may be lucky for a while. If that is what you do prepare to be a dad.
