Doctor Visit: Skin disorders are seen at best. A photo or by your description, it is in the location of what is called Psoriasis. Need more information to fully answer your question. Could always use a topical moisturizer or hand cream to see if it is just dry skin. See a doctor or a skin specialist called a dermatologist for complete diagnosis and treatment.
