Likely: It appears that you are suffering from allergic rhinitis, allergic conjunctivitis , and allergic asthma. Exposure to airborne allergens then trigger your symptoms. If your doctor can't provide you the treatment, consult an allergist.

Prescription time?: Sounds like your allergies are to the point where you would benefit from treatment. If you are taking OTC allergy medication you should probably talk to your doctor about a prescription. If not you can start with one of the OTC's like Claritin (loratadine) or Zyrtec (cetirizine). Either way, you would benefit from seeing a doctor to get your symptoms under control.
