Yes, depending on wh: Depending on which ligament is torn, it may absolutely cause chest pain. Torn ligaments & tendons cause misalignment of bones, & therefore muscle strain/tear. If the ligament is the acromioclavicular ligament, for example, it is often accompanied by strain on pectoralis tendon that holds up the arm.
