It may well be: The first period can be lighter in some cases and the average age of onset is 10-15y. Would be important however to make sure the vagina is not painful or itchy particularly if been out in the heat as vulvovaginitis may be another possibility for some mild bleeding. If any doubt recommend a doctor consult.

It may be: This may vey well be the first signs of a period as young girls are starting periods sooner then a generation ago due to better nutrition.. However, make sure that there wasn't a "play injury" or foreign object inserted in the vagina. A Pediatrician or Pediatric GYN MD can be helpful.
