Depends : Blood pressure is dynamic. Typically lowest in the morning and rises during the day time. Many factors can raise BP such as activity, caffeine, certain drugs and emotional state. Alcohol is a central nervous depressant and can lower BP. But, chronic alcohol use may cause rebound hypertension after it's metabolized. Normal BP is systolic (top) less than 140 and diastolic (bottom) less than 90.

Drinking + pressure : If a relatively large amount of alcohol is imbibed it is possible to have elevated blood pressure the next morning. The amount needed to cause this effect is dependent on each individuals make up.
