Can you use ulcer ointments in the vagina to prevent a small tear from being moist and wet?if so, will this make the tear heal faster?

Herpes?: I have never heard of an "ulcer ointment", and I doubt it will help anything. Maybe one of the topical treatments for herpes (penciclovir)? By far the main cause of recurrent vaginal ulcers is genital herpes. Apparently you're male -- her partner? You both should be tested for herpes and other STDs. Good luck!
