Yes: if related to the appearance of white blood cells, then the indication is that new WBC are being produced, presumably in response to an inflammatory stimulus

Yes, but..: "Left shift" of white cells usually is suggestive of infection (mainly bacterial) and/or inflammation. Occasionally, this finding may be an indication of leukemia as well. Elevation of CRP is seen in similar conditions. The whole scenario including patient's age, sex, past history, medications etc. are important in determining the most likely cause.
