Lately i've been getting a dull, intermittent pain at the tip and i believe the inside part of the penis. some days nothing at all, other days worse?

This sounds kind of: subtle. Infections, i.e. urinary tract infection, balanitis, or STDs would cause more intense, steady pain. I suppose it might be prostatitis, an infection a bit further removed in location. Prior trauma: riding bicycle or motorcycle. Other urethral inflammation: urethritis. I would consult a Urologist. A good physical exam and possible some tests should reveal the cause. Good wishes:)
