No, short term is ok: You are correct that testicles prefer a cooler environment as that is more conducive to the generation of spermatozoa. New sperm are being created every day, so even if there is short term exposure to heat which kills off the sperm, once the temperature returns to an optimal level, new sperm will flourish. Nothing to worry about. Short term is ok.

Have some effect: As in, the excess heat from a laptop, could lead to decreased sperm counts, but it isn't necessarily permanent.
