More info needed: If it has been there for months or years, then almost certainly it is some sort of anomaly like a hemangioma or sebaceous cyst. If more recent, maybe just a pimple or a sebaceous cyst that became infected. Either way, it doesn't sound particularly serious. For example, this doesn't sound typical for any STD.
