If still a teen...: 18 or 19 is too young to start having little ones. She has to get at least 2 years of after-high-school education, be married, and both husband and wife need to land stable jobs. With a job comes medical insurance benefits (babies see the doctor 8-10 times the first year, so plan ahead). Healthy teens get pregnant faster than a hot knife through butter! Rarely is there a fertility problem.
