Could be eczema: If it's red and flaky, it could be eczema. Eczema is characterized by dry, itchy, flaky skin - typically found in patches, often on the arms (at bend of elbow) or behind knees, but can also be found on the face, hands or feet - anywhere that is exposed to irritants like soaps or other chemicals. Other reasons for the dry area could be fungal infection, psoriasis, or other irritation in that area.
