Depends : Depends on how it's healing. Infected etc ? Best to talk to the surgeon who performed the surgery

Typically: A circumcision should heal within 2-3 weeks, unless something unexpected post-op. Should be ok for pool around 3 weeks after surgery but consult your surgeon
