Yes, no, maybe: "Disabled" has many different meanings, depending on exactly what the question is asking about. There are no perfect humans, which means everyone has some sort of disability or handicap. Of course, we can't call everyone disabled or else the word would become meaningless. Losing use of an arm is a huge handicap but whether or not "the person is disabled" depends on the question's specific details.
