Puberty in boys: starts with growth of the testicles and pubic hair first beginning around age 12 and over 3 years, the pubic hair should fill in to a triangle and penis should enlarge. Presence of facial hair is usually a signal of late puberty, and penis should have reached adult size by then. I think your worry is premature and it is reasonable to give it some time.

Penis size: Your son by description is in mid puberty. We use something called Tanner stages to assess phase of puberty. Tanner stages look at body hair in armpits and genital area. Also look at size of testicles. Your son's penis is normal in size for mid puberty. Would be helpful to have him seen by his pediatrician for confirmation and reassurance.
