How can 10% sulfur soap be used effectively to treat scabies? (this is as a supp to prescription trtmnt and after the environment has been treated)

It can't.: The prescription treatment (either topical or oral), after a thorough bath or shower (using any soap you wish) will be effective. The next morning, launder all your towels, sheets, and bedclothes. One treatment is usually curative, but you may wish to repeat it in a few days to be certain.
