Unlikely: It might be skin related problem like a cyst, or it might be secondary to habitual lip biting Being there for a year now make it extremely unlikely to be of a sinister origin unless you have other medical problems A photo of the lesion would be great to have a look at and try to figure out the cause of it

Cyst?: Not knowing your age, cancer would be unlikely in a younger individual without other evidence of significant sun damage. This lesion sounds like a cyst. Examination by a dermatologist would confirm this, so that is my recommendation.
