I wouldn't: The ER is full of heart attacks,car crash victims,gun shot wounds, contageous diseases and the like. The kid doesn't need exposure to them when avoidable.Your kid likely coughed a few times or threw up and these are "coughing petechiae" which are often seen in such benign events.Location limited to above the heart separates these from "bad" conditions.

Petichea: is when the red dots don't blanch under pressure check and see if she has more on the body if so have her checked by her doctor who will checK her platelets and her bleeding profile no need to rush to the ER she can be seed by her doctor today or tomorrow if she has no other symptoms
