Likely normal : Most common cause of whitish bump(s) within and not on the skin of the penile shaft are prominent sebaceous glands known as "Fordyce spots". They are a quite common natural occurrence and not associated with any disease, infection, or illness. Other possible causes include a sebaceous cyst or epidermal inclusion cyst which are also benign and usually larger than what you are describing.
