Hard to say: This is not possible to determine without having an exam by your Doctor. If the spots have been there for a long time, then maybe it's nothing to worry about. However, if have recently had unprotected sex with a new partner, or you are having symptoms such as fever, chills, nausea, it may be a clue that you have an STI. Either way, you need to see a Doctor to learn what these spots are.
