See doctor: You may need a short course of prednisone to control the ivy dermatitis which when extensive can be very serious. In the meanwhile be sure to clean up everything which might have contact with poison oak with dish detergent. As for coughing up blood, this also requires immediate medical attention (not related to poison oak).
