Can a monogamous and std/hiv tested (healthy and clean) couple contract hiv if they engage in unprotected sex?

Not from sex: HIV can only be transmitted sexually when one of the people involved is a carrier of the virus. If neither of you are HIV positive and have no other partners then you can not contract HIV from intercourse with that person.
