Eczema: This may be not fungal (which is how you are treating it now), but a form of eczema which could be treated with mild cortisone solutions instead.

Steroid solution: Seborrheic dermatitis may not respond fully to dandruff shampoos. Steroid solutions or lotions will usually supply satisfactory control. If hydrocortisone fails, then prescription steroid will do it. Fluocinolone and fluocinonide are most often used.
