No illness risk: Neither you nor your partner will have a risk of disease from the PMS, but sexually transmitted disease and pregnancy require a condom to protect you from those risks. It's actually a fairly good chance for pregnancy depending on your cycle. Be careful - use protection but don't fear the PMS.
