No, you can not...: After finding no sperm in post-vasectomy semen, clinically, men after vasectomy are declared to be infertile or sterile. Generally, some 85% of post-vasectomy men will be so in 2 months or after 15 ejaculation. Yet, delayed reconalization (reconnection) of vas still may occur, but extremely rare. So, impregnating fertiel women may take place. Occasionally, DNA testing may be needed for paternity.
