Is it normal to have a lump just above pubic bone and just to the left of center?

Not normal but:: It doesn't sound normal. If it is somewhat soft to touch as opposed to firm or hard it may just be a lipoma, which is a benign tumor consisting of fat. If it does seem hard, or if it grows larger, have it checked by a physician.
