Likely Harmles Cause: If you mean the muscle is pulsating as a whole: This can happens secondary to excessive exercising and dehydration. Usually it is of harmless nature and may recurs at times. On rare occasion it might indicate a muscle disease. If you mean pulsating in one part (like blood vessel) that you can feel it, it might indicate abnormal dilatation of the blood vessels, that might need review by your doctor

Fasciculation: which just means the muscle (maybe quadricep) is overly excited and is twitching. Some new activity or exercise probably triggered it off. Not to worry.
