Trigger finger: You have just described trigger finger. The treatment is physical therapy, followed by steroid injection, followed by surgery. There is an alternative treatment with a chemical however not everyone is doing it and it is not FDA approved for trigger finger. Some surgeons do attempt trigger finger release is in their Office, depending on experience and skill this may have unpredictable results.
