No HIV risk: HIV is not transmitted by hand-genital contact and very rarely by oral sex. There has never been a scientifically proved case of oral to penis HIV transmission. And if your partner was HIV negative, then obviously no risk. If you were the one tested and testing was done at least a few weeks after the last exposure, the negative result is conclusive. Sounds like you should be having no worries.
