Is it safe to place a warm green tea bag on the inside of my labia to use as a compress for a small cyst?

Yes: the use of a warm tea bag to aide in a cyst has no particular adverse effects. However if you are developing an infection or abscess the tea will not resolve that and yo will need antibiotics and possible opening of the cyst to drain the infection.
