If one receives a dura mater transplant, is the recipient required to take immunosuppressant medication for life, as with other tissue transplants?

No immunos required: No immunosuppression is required for a dura mater transplant, or for most types of tissue transplants. Most of these tissues have been processed in ways that remove the antigens (proteins) exposure to the new host's immune system and therefore do not provke a rejection response. The big risk for dura mater transplants is creutzfeld-jacob disease (prions) transmission.
