Maybe as a filter: If the activated charcoal is in a respirator (gas mask) filter, it can help remove some chemicals in the air. Actually, the filter's big benefit will be stopping tiny airborne particles. Do realize that filters usually do not block carbon monoxide (CO) from a fire... which means CO can still kill the person. Drinking or eating activated charcoal will not help people around a brush fire.
