Ask mickey: If intravenous (IV) or gas, any of them can, but usually short lived. If local anesthetic (any of the ones that end in -caine), would be very unusual unless its an idiosyncratic reaction, metabolic problem or drug interaction.

General: Any kind of sedation or general anesthesia can make you goofy after. But it is short in duration.

None: No medications really make you act goofy or stoned. The medications may make the patient a little groggy as they are waking up, but this quickly passes.
