Congestion: in a one month old should be monitored closely! some simple things are saline nose spray and suction only every 8 hrs.since oversuctioning causes rebound congestion this will remove dust which is a common cause of congestion using a humidifyer might help but if it persists baby should be checked for infection and alleregies

Bulb sucction: Use a neonatal rubber bulb syringe suctioning for the nasal ad oral mucous discharge. You may use also prior to that few drops of normal saline to loosen it up. Best!
